In order to better deal with technical barriers to trade and expand the international market share of my country's plastic machinery, many plastic machinery companies have launched CE, UL and other safety certifications. However, due to the lack of understanding of security certification, many problems occurred in the selection of certification body and certification process, and even deceived. As the only national-level plastic machinery inspection agency for plastic machinery, it is responsible for guiding the development of the industry. It is obliged to use the center’s professional technical capabilities to introduce safety certification knowledge to the majority of plastic machinery manufacturers, thereby promoting the improvement of the plastic machinery industry. Overcome technical barriers to trade and improve international competitiveness. Considering that the most urgently needed safety certifications of most companies are the EU's CE safety certification, so the following will focus on this.

CE is the abbreviation of French Conformitē Europēeme (European Conformity Assessment), which is a mandatory safety conformity mark unique to the European Union. The basis for the EU market to assess whether a product can be circulated is whether the product has been affixed with the CE mark. Once the product is affixed with the CE mark, it indicates that the product meets the EU's basic public safety, health, environmental protection and consumer protection requirements. The EU currently has 27 member states: Belgium, Cyprus, Czech Republic, Denmark, Germany, Greece, Spain, Estonia, France, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovakia, Slovenia, Finland, Sweden and the United Kingdom, as well as Turkey, which is eager to join the European Union. Up to now, the EU has issued 22 directives (directives can be defined as European laws, higher than the technical regulations of the member states). Self-declaration: the company uses its own testing equipment to test and improve its own products in accordance with the corresponding EU directives and standards, and issue certificates in the name of the company itself, and prepare some necessary technical documents and save them for future View related EU organizations. Summary: Obtaining the CE certificate in the form of self-declaration is easy to obtain, but the enterprise will also have to bear great risks in the future. For domestic manufacturers, the self-declaration certificate is extremely ineffective in the market. Generally only used for products with lower risk. Disadvantages of third-party certification (the certification body is not authorized by the EU): the certificate is not recognized in the EU market, including the customs, which means that the effectiveness of such a certificate is extremely low. If there is a product quality problem in the future, the company Take more responsibilities, and unauthorised institutions take less responsibility.

Third-party certification (the certification body is authorized by the EU): it is through the EU-authorized agencies (such as SGS, EVPU and other certification bodies) to test and issue certificates through them. This mode is the highest mode in the CE certification, and the certificate is highly effective. Regarding the scope of application of machinery in Chapter 1 of the machinery part of the regulations, Article 4 of the placing on the market and free circulation states that “Each member state of the European Union shall not prohibit, restrict or hinder products that have been audited by a third-party agency authorized by the European Union on their territories. Put on the market and put into use.” According to the content of EU regulations, the validity of the certificate issued by a third-party agency authorized by the EU is quite high. Helping plastic machine companies make self-declarations, certification companies help companies make self-declarations through consulting and other services, but such declarations are difficult to pass through the customs of EU countries, and the certificate is extremely ineffective;

Limiting the plastic machine as a non-hazardous machine, the certification company uses the plastic machine technician’s view that the fully automatic state is automatic blanking, confuses the definition of automatic blanking in the Machinery Directive, and restricts the plastic machine as a non-hazardous machine, resulting in plastic Machine companies’ future export products will all need to be equipped with manipulators and specific plastic machine computers that are limited to fully automatic one state, causing difficulties for manufacturers to export.
